New Hampshire Gov. John Lynch has signed into law a bill allowing businesses to cut back operations without laying off employees.

The “New Hampshire Working” law allows organizations and their employees to agree to decreased hours in location of layoffs. The state would make up part of the lost wages via unemployment advantages.

Lynch signed the measure Tuesday May 11.

The law is designed to cut back demand for jobless rewards and keep laborers eligible for employer wellness benefits.

The new law also doubles the state’s Job Training Fund to $2 million a year in 2011 and allows the Department of Employment Security to use those funds to train unemployed laborers.
